HUD - Office of Affordable Housing
Preservation (OAHP)

 

Background:

The Office of Affordable Housing and Preservation (OAHP) was created as a continuation of the Mark-to-Market (M2M) program, which was established to deal with FHA insured properties with expiring project-based Section 8 contracts. Since 1999, OAHP reviewed and restructured some 2,000 properties with FHA insured loans and project-based Section 8. OAHP needs contractor support to help track and monitor the performance of M2M restructured deals.


Solution:

Incisive assists OAHP in maintaining and improving numerous MS Access databases that manage the closing and post closing M2M process. Incisive performs data quality control reviews, conducts data analysis and reconciliation, and supports ad hoc data and reporting requests. Incisive is also involved in providing business requirements and definitions support to enhance OAHP’s web-based Post Closing Portfolio Management (PCPM) system that delivers reports on the processing of M2M Surplus Cash Analysis from a property’s annual financial statement.


Outcome:

HUD can identify M2M data quality and integrity issues, and take appropriate measures to address them.
